Vladimir Putin Signs Russia’s Digital Ruble Bill into Law
President Vladimir Putin of Russia has signed into law the bill establishing the digital ruble, Russia’s central bank digital currency (CBDC) project. This move comes after the digital ruble bill was passed by both the lower and upper parliaments of Russia. With Putin’s signature, the new law is set to go into effect on August 1, 2023, with preparations already underway for its enforcement.
Russia is following in the footsteps of its neighbor, China, which is already ahead with its digital currency project, the digital yuan. The use of the digital ruble will be a voluntary choice for Russian citizens, as stated by Elvira Nabiullina, the governor of the Bank of Russia. She emphasized that no one will be forced to use the digital ruble, but expressed hope that it will be more convenient and cheaper for individuals and businesses.
The digital ruble is not intended for investment purposes but rather as a means of payment and money transfer. It will function alongside cash and non-cash rubles as the third form of currency in Russia. The central bank of Russia will oversee all stored assets and serve as the primary operator of the digital ruble infrastructure.
The digital ruble’s launch will kick off with a pilot program involving actual consumers in August. Previously, the government had planned to conduct trials with 13 local banks, including major players like Sberbank, in April. However, the mass adoption of the CBDC is not anticipated before 2025 or even 2027, according to Olga Skorobogatova, the deputy governor of the Bank of Russia.
The introduction of the digital ruble signifies a significant step toward a digitized economy for Russia. It aims to provide more convenience and cost-effectiveness for individuals and businesses while offering a secure and efficient payment system. As Russia joins the ranks of countries exploring CBDCs, it will be interesting to see how the digital ruble evolves and impacts the country’s financial landscape.
